  1. Purpose of the Platform

Balkanjobmarket.com is a regional online employment platform developed within the European Union–funded project Beyond Barriers: Roma Resilience in the Western Balkans. The platform aims to support fair, transparent, and inclusive access to employment opportunities in the Western Balkans, with a particular focus on improving labour-market inclusion for Roma communities.

The platform serves as a digital tool for connecting jobseekers with employers and training providers and for supporting structured labour-market mediation across the region.

  1. Platform Ownership and Management

The platform is owned and managed by the Institute for Research and Policy Analysis – ROMALITICO, Skopje, as part of the implementation of the Beyond Barriers project, in cooperation with partner organizations operating in the Western Balkans (The Institute for Social Change (InSoC), Institute for Roma Culture in Albania (IRCA), KALI SARA Roma Information Center in Bosnia and Herzegovina, Roma Versitas Kosovo, YUROM Center in Serbia).

The platform is non-commercial and operates in the public interest.

  1. Geographic Scope

The platform operates across the Western Balkans, including North Macedonia, Serbia, Albania, Kosovo, and Bosnia and Herzegovina. 
While the platform is governed by the laws of North Macedonia, users are responsible for complying with applicable national labour legislation in their country of residence or operation.

  1. User Eligibility and Registration

The platform is intended for users aged 18 years and above.

The following user categories may register on the platform:

  • Jobseekers;
  • Employers and companies;
  • Training providers;
  • Authorized administrators.

Users must provide accurate, complete, and up-to-date information during registration and while using the platform.

  1. Scope of Services

The platform provides:

  • Publication of job vacancies by employers;
  • Creation and management of jobseeker profiles and CVs;
  • Search, filtering, and matching functionalities;
  • Notifications related to job opportunities and matches;
  • Aggregated, anonymized data for monitoring and reporting purposes.

The platform does not act as an employer, recruiter, or employment agency and does not guarantee employment or selection for any position.

  1. User Responsibilities

All users agree to:

  • Use the platform only for lawful, employment-related purposes;
  • Provide truthful and accurate information;
  • Respect the dignity, equality, and rights of all other users;
  • Refrain from discriminatory, abusive, misleading, or harmful behavior or content.

The platform administrator reserves the right to suspend or remove accounts that violate these Terms & Reference.

  1. Employer Obligations

Employers using the platform commit to:

  • Publishing lawful and genuine job offers;
  • Respecting applicable labour and anti-discrimination laws;
  • Ensuring that recruitment practices are fair and transparent;
  • Using candidate data solely for recruitment purposes.
  1. Jobseeker Obligations

Jobseekers are responsible for:

  • Providing accurate information in their profiles and CVs;
  • Communicating respectfully with employers;
  • Making independent decisions regarding job applications and employment offers.
  1. Data Protection and Privacy

Personal data processed through the platform is handled in accordance with applicable data protection legislation, including the General Data Protection Regulation (GDPR).

Details regarding data processing, storage, user rights, and security measures are set out in the Privacy Policy (GDPR Notice) available on the platform.

  1. Intellectual Property

All platform content, design, and functionality are protected by applicable intellectual property laws. 
Users retain ownership of the content they submit but grant the platform a non-exclusive right to display such content solely for the purpose of operating the platform.

Unauthorized use, copying, or distribution of platform content is prohibited.

  1. Limitation of Liability

The platform is provided on an “as is” basis. 
The platform owner and partners shall not be liable for:

  • Employment decisions made by employers;
  • Employment conditions or contractual relationships;
  • Technical disruptions or temporary unavailability of the platform;
  • Actions or omissions of users or third parties.
  1. Modifications and Termination

The platform administrator reserves the right to:

  • Update or modify the platform and its functionalities.
  • Amend these Terms & Reference when necessary.
  • Suspend or terminate user access in cases of misuse or violation.

Significant changes will be communicated through the platform.

  1. Governing Law

These Terms & Reference shall be governed by and interpreted in accordance with the laws of the Republic of North Macedonia.
